(Providence, RI) -- Providence Mayor Jorge Elorza is set to deliver his 2018-2019 budget to the City Council on Tuesday night. WPRI-TV reports city teachers who have been working without a contract since the end of last August are planning a protest at City Hall. Over a thousand teachers attended Elorza's state of the city address in February. Elorza's administration has released few details about the budget outline.
