(Providence, RI) -- Providence leaders are reacting to a state lawmaker's plan to help a developer with plans to build a skyscraper in Providence. State Senate President Dominick Ruggerio said earlier this week he'll introduce legislation to give more authority to the I-195 Commission instead of the city council after plans for a 46-story building on former 195 land have been held up because of a zoning change issue. Mayor Jorge Elorza said yesterday that he was not aware of Ruggerio's proposal before it was announced and added that it would be unprecedented for such action to be taken. City Council President David Salvatore said he disagrees with Ruggerio that the city is standing in the way of progress, claiming the council is pro-economic development and pro-growth.
