Reform Caucus Proposes New House Rules

(Providence, RI)  --  Members of the Rhode Island House who have banded together as the Reform Caucus in opposition to the leadership of House Speaker Nicholas Mattiello are proposing a set of new rules for legislative debate in the chamber.  The changes, called for at a Wednesday news conference, include having House rules be suspended by a two-thirds vote, instead of by leadership, which leads to a large number of bills being voted on at the end of sessions.  Another proposal would require the text of amended bills to be published at least 48 hours before a vote.  Mattiello, who was re-elected as House Speaker despite the lack of votes from the Democratic caucus, appointed new members to the Rules Committee yesterday, and removed the sole Reform Caucus member from last year's group, Representative Katherine Kazarian.
