(Providence, RI) -- Governor Gina Raimondo is planning to propose the legalization of recreational marijuana in Rhode Island in her 2019 budget plan later this week. Raimondo tells The Providence Journal she's reluctant to make the proposal, and that she has resisted doing so in her four years as governor, but notes that things have changed, mainly because of neighboring states moving forward with legalization. She said her proposal would create one of the most regulated recreational cannabis industries in the U.S.
