The American Lung Association is giving Rhode Island a couple of failing grades regarding tobacco use.Specifically, the Ocean State is being given an F for not raising the minimum age to purchase tobacco to 21 and for not having enough funding for tobacco prevention programs.The ALA says youth e-cigarette consumption has reached epidemic levels.
