(Undated)--A notice of appeal is being filed by the American Trucking Associations after a federal lawsuit over Rhode Island's new truck-tolling system was thrown out.A U.S. District judge dismissed the suit against the Rhode Island Department of Transportation last month, saying the tolls are a tax and therefore the suit belonged in state courts.The trucking group says the tolls, whichbegan last June, are unconstitutional.
