(Providence, RI)--Two men have been charged in federal court in Providence for alleged involvement in ATM-skimming schemes in Rhode Island and Massachusetts.The U.S. Justice Department on Friday announced federal bank and credit card fraud charges against Rafael Pedro Dutra DaSilva of Miami, Florida, and Guilherme Mendes Altafin of Brazil.It's alleged the pair accessed bank accounts at about a dozen bank branch offices with the use of gift and credit cards activated with stolen personal identifying information, and fraudulently obtained nearly 150-thousand dollars.
