On Monday, Rhode Island entered "Phase 2" of its reopening plan. Restaurants, hair salons, gyms, churches and child care centers are all now allowed to open, provided they follow state guidelines. The latest set of guidelines to be released late last week included those for child care centers. Governor Gina Raimondo said on Monday that thousands of child care workers and hundreds of businesses had participated in a webinar hosted by the RI Dept. of Business Regulation. At her Monday press briefing the governor also said that weekend inspections showed that a great majority of Rhode Island residents and businesses were complying with state regulations, including social distancing and wearing masks. However, at a few parks, violations seemed more prevalent, as Raimondo mentioned, "at Lincoln Woods and Colt State Park we need to do a better job" adhering to social distancing rules, because state inspector had to break up several large groups.
Governor Raimondo also reminded businesses to develop their own COVID-19 Control Plan as a condition of opening. Inspectors found that only 70% of open businesses had a Control Plan in place. Compliance with such a plan is mandatory for any business which is open. Meanwhile, on Monday the RI Department of Health announced the lowest number of daily new cases and new fatalities to date. There were 67 new cases and two new fatalities. 2,183 people were tested on Sunday.
