Governor McKee says that the permitting process for "so-called" pallet housing is longer than anticipated, but it will be done and the units will be put on line.
He says that will help in dealing with spiking numbers of homeless on the street with no place to go.
Homeless advocates went to the State House to urge the governor to declare a state of emergency and fix the homeless crisis.
In Rhode Island, as of the end of September, there are nearly 2 thousand people either on the streets or in shelters.
The Rhode Island Homeless Advocacy Project says 625 of those people are on the streets with no place to go.
And, they say unless something is done now, then people could die during the winter.
The advocates say that the roll out of a homeless program for the winter is becoming more frustrating by the day.
