The ECHO Village pallet shelter community will not open until early 2025.
The pallet shelter to house the homeless was initially set to open in March, but there have been ongoing delays.
The Rhode Island Department of Housing says it's taken longer than expected to install utilities and meet fire and building codes.
Officials also say there have been additional costs that are higher than anticipated. Just last month officials said the project was in its final stages.
