(Providence, RI) -- A former Providence police recruit is suing the city claiming he was wrongly arrested by former academy classmates. Charm Howie claims in the federal lawsuit that he was harassed, physically assaulted and falsely arrested in July 2015. Howie is asking for punitive and compensatory damages as well as a judgment that the defendants violated the Fourth and 14th amendments.
