Legislation Attempts To Stop Motorists From Giving To Panhandlers

(Providence, RI) -- New legislation attempting to address the issue of panhandling is being introduced in Rhode Island. State Representative Charlene Lima introduced a bill last week which says drivers can't pass any items to an individual while the motor vehicle is in an active lane of travel, or they'll be fined. The ACLU of Rhode Island says it is encouraging people to attend a hearing on the bill that is scheduled for Tuesday and speak out against a measure it considers to be unconstitutional.
