Cranston Approves Panhandling Ordinance

(Cranston, RI)  --  A new ordinance in Cranston is going to limit where people can solicit near city streets.  The City Council approved the measure last night.  It prohibits panhandlers or groups seeking donations from standing in intersections or median of streets with speed limits of 25 miles-per-hour or higher.  The American Civil Liberties Union says it will challenge the ordinance on the grounds it's against the First Amendment.
