Man Whose Escape Sparked Highway Shooting Denied Parole

(Cranston, RI)  --  Parole is being denied to the man who sparked a massive police pursuit that ended with another man being fatally shot by officers on Interstate 95.  The state Parole Board on Monday rejected a bid for Donald Morgan of Providence to be released early.  Morgan was sentenced to three-and-a-half years in prison last year after the 2017 incident when he stole a police car in which he was being transported.  Police then pursued a pickup truck that a witness said may have picked up Morgan, and shot and killed Joseph Santos on I-95 after he reportedly tried to ram his way out of a boxed-in situation.
