(Providence, RI) -- Providence Jorge Elorza is happy with the city's largest surplus in 20 years, but says there are infrastructure needs in the years ahead. The mayor outlined those concerns in his annual State of the City Address last evening. Elorza has been in office for two years and he highlighted accomplishments made in city services, parks and recreation as well as education.
