(Providence, RI) -- A standoff between the legislative leaders over the state budget is moving into a seventh day. House Speaker Nicholas Mattiello says the only way the state budget will be approved is if the Senate returns and removes a provision he doesn't like. The budget passed by the Senate would put a hold on Mattiello's proposed six-year car tax phase-out if revenues aren't there to support it in the future. Mattiello claims he was blindsided by the last minute amendment by the Senate.
