(Providence, RI) -- Providence Mayor Elorza is concerned that the city may have to resort to layoffs if state legislators don't approve a tax and spending plan. Both the House and Senate have approved budgets, but can't agree on a final plan since the Senate made an amendment. Elorza says city schools stand to lose ten million dollars in funding and that shortfall can only be met with layoffs.
