High school grads who plan to take advantage of the Rhode Island Promise scholarship program, meaning 2 years of free tuition at CCRI, will be required to commit to staying in the state after they finish school , but they'll face no penalty if they move elsewhere. Huh? Apparently, there's no scenario where students would be required to pay back their two year free ride on taxpayers' backs if they fail to meet certain requirements...including that residency commitment. That's according to CCRI official Alix Ogden who spoke with EYEWITNESS NEWS. Ogden saying "a student is asked to commit to staying in Rhode Island because we hope that the student will see the value of returning the investment right here." THAT'S a commitment? The Promise program is expected to cost $5.5 million in its first year, about half for scholarships and half for implementation. That's coming out of YOUR pocket with ZERO penalty if the grads decide to hit the bricks across state lines as soon as they grab that sheepskin. Is that about right?
