A Democratic congresswoman is telling her colleagues that the way some women dress is an "invitation" to sexual harassment. "Politico" reports the comments from Ohio Representative Marcy Kaptur during a private Democratic Caucus meeting today left fellow lawmakers speechless.

Sources in the meeting said Kaptur suggested that women on Capitol Hill should have a stricter dress code. “I saw a member yesterday with her cleavage so deep it was down to the floor,” Kaptur reportedly said. “And what I’ve seen … it's really an invitation.”

In a statement to "Politico," Kaptur said she never meant to imply that women are to blame for harassment they may experience. Maybe so, but a number of attendees in that meeting apparently heard her remarks differently. Sources tell “Politico,” quote – “Nearly everyone in the room’s mouths were wide open aghast.”

The 71-year-old Kaptur has served in Congress since 1983 and is the longest serving member of the Ohio delegation.
