(Providence, RI) -- A flood watch is in effect all across Rhode Island and southern New England until noon tomorrow. As much as three inches of rain is expected to fall across the region, causing snow melt and flooding in some areas. Then there's the potential for a flash freeze as temperatures drop below freezing tomorrow afternoon. That's likely to cause icing of roads and puddles to turn to slush.
