(Providence, RI)--The Rhode Island Office of the Child Advocate is throwing blame at the state for the recent death of a Warwick girl.Nine-year-old Zhanae Rothgeb's caretaker, Michele Rothgeb, is facing a manslaughter charge in connection to her death.The report, released Tuesday, says there were numerous opportunities for the Rhode Island Department of Children and Families to intervene and to prevent Zahnae's death.There are multiple parts of the report that highlight the apparent difficulties that Michele Rothgeb had in caring for a high number of foster children, and DCYF is faulted for not assessing the risk and safety of all children in the home.
