(Providence, RI)--The winner of Thursday's primary for the Ward 10 seat on the Providence City Council is Pedro Espinal.He edged out three other Democrats for the right to face independent Jeff Lemire next month.Espinal faced controversies during the primary election, including reports that he owes almost 100-thousand dollars in property taxes to the city of Providence.
