(Newport, RI)--The Department of Environmental Management is making a determination regarding a fatal boat crash in August.The DEM says Frank Teixeira of Portsmouth was not speeding or operating his powerboat boat in a reckless manner when it collided with a sailboat near the Newport Pell Bridge, and it is not recommending felony charges against him.That crash killed one person, Sandra Tartaglino of Tiverton.Teixeira is being cited with several violations of the Coast Guard's Inland Navigational Rules, and could be fined several hundred dollars.
