High-Ranking RISP Officer Stepping Down

(North Scituate, RI)--The third-ranking officer of the Rhode Island State Police is leaving.Lieutenant Governor Joseph Philbin is retiring after 25 years with the state police, according to RISP superintendent James Manni.Lieutenant Colonel Manni says in a statement that he is not permitted to say anything publicly in connection to the status of an internal affairs investigation.Manni has asked Connecticut authorities to examine an incident involving a member of the state police command staff.Philbin tells The Providence Journal he is leaving the state police in good standing and that his departure is unrelated to the ongoing investigation.
