(Providence, RI)--A Providence police sergeant is facing an assault charge for allegedly hitting a person who was handcuffed during a police response to an incident in the city last month.The circumstances of the arrest and Sergeant Joseph Hanley's actions were reviewed by the Providence Police Department and the Rhode Island Attorney General before the decision was made to charge Hanley, a 17-year veteran of the force, who has been suspended without pay.The Providence PD says Hanley was arraigned in court on Tuesday.
