Democrat Seth Magaziner is still waiting to officially represent the RI 2nd District.
The House has not elected a new Speaker after Republican Leader Kevin McCarthy failed to secure the 218 votes needed due to opposition from party hardliners.
Magaziner says the situation shows what a "weak leader" McCarthy is.
Magaziner was elected to replace Jim Langevin, the only quadriplegic to serve in Congress.
It is unclear whether the second day of voting will produce a winner for the Speakership.
