The Providence City Council is passing a 583-million-dollar budget to Mayor Brett Smiley.
The action was taken during a special meeting on Thursday.
The spending plan raises residential property taxes only about half of what was originally proposed by Smiley.
Despite that, the mayor says he plans to sign the budget next week.
