Providence Mayor Brett Smiley is reversing his rule on block parties for the revamped PVDFest.
Smiley says he listened to feedback, and his administration has given the OK for the parties on the first night of the three-day event on September 8th.
Businesses will need to apply for a special permit to host the parties.
