The financial network gave the state D marks in six out of ten categories ranging from the economy and cost of living to workforce and cost of doing business.
The Ocean State's best grade was a B-minus for quality of life.
Rhode Island was the lowest ranked state in New England.
Connecticut came in 32.
Massachusetts 38.
Virginia was best. Hawaii was last.
